Firstly- there is no such thing as spot reducing. i.e. you can't do situps to lose fat on your stomach.So- you need to lose fat all over your body- which will probably come off your thighs first- since that's where your body has apparently chosen to store its fat.So- just do all the normal weight loss things- like eating better and exercising.
